Is potable water reliable?
Although the city has potable water, it is recommendable - for safety reasons - to drink bottled or purified water only, in order to avoid any physical or stomach complication.
Likewise, be careful with the cold soft drinks and ice creams for sell on the streets; make sure they have been prepared using boiled or purified water.
What precautionary measures should I take regarding food?
The tempting food of Chihuahua - as in most of Mexican cuisine - is over seasoned and very spicy; therefore, it is advisable to go cautiously on your gastronomic explorations, meaning getting used little by little to the local seasoning in order to avoid stomach maladies.
Similarly, avoid eating in places that do not present adequate hygienic conditions or at vending stands on the streets. Regarding fruits, prefer those that can be peeled, and in the case of the salads, ask for them at well-cleaned tourist restaurants only.
If in spite of all these precautions you were to suffer a stomach problem, do not get too scared for it is a pretty common illness amongst travellers.
